Even before the onset of Monsoon, Bangalore received a good spell of rains, but the BBMP as usual was not prepared and the citizens suffered.

But, as a responsible citizen, cannot blame the system or the BBMP alone.

Illegal construction, blockage of drains, construction in the low lying areas are the main reasons for the flooding.

The revenue sites and the Converted layouts have blocked the normal flow of water in the canals, by forming illegal and unauthorised layouts and blaming the administration for their own mistake.

Water borne diseases are on the rise and the ground water is contaminated beyond repair.

All these illegal layouts discharge highly toxic sewage into the valleys or raja kaluve or in the soakpit, thus the lakes became poisonous and the ground water is highly contaminated as untreated sewage is let into the ground.  Later, the same people, drill borewell and use the contaminated water, resulting in skin and respiratory disorders.

All the social media abuzz with the dangers of water, air and noise pollution.  All these talks only on the internet and nothing useful has come out of it, till date.

Noise pollution is affecting the children, much more than the elders.  Everyday, the vehicles emit poisonous gases and ALTERED (ILLEGAL) SILENCERS AND THE SHRILL HORNS, POSE MAJOR RISK TO THE HEARING PROBLEMS.

The Police, the kspcb and the RTO have turned blind eye towards these illegal alterations and noise pollution.  The normal parameter set by the CPCB is 75db in the residential areas, whereas the vehicles, spew venom and with their shrill horns and silencers, make life miserable with 100db to 200db sound, which will make any normal human being DEAF, very soon.

How to Identify Fake Notes

1) What is a forged note?

A suspected forged note, counterfeit note or fake note is any note which does not possess the characteristics of genuine Indian currency notes.

2) How can I identify a forged note?

You can identify a forged note if you are aware of the features which are present in a genuine Indian currency note. These features are easily identifiable by seeing, touching and tilting the note.

3) How many forged notes are there in circulation in India?

No estimate has been made by any agency on the number of forged notes in circulation. However, in the recent years detection of forged notes by the banking system, has improved due to greater detection of such notes by the banks at their end. Number of forged notes detected during the last 3 years are given below:

* the increase in detection at banks’ level over the years is on account of increased use of Note Sorting Machines as directed by RBI so as to ensure that banknotes are duly checked for authenticity by the machines.

Considering there were 64,577 million pieces of banknotes in circulation as on March 31, 2011, the detection of forged notes during 2010-11 was to the tune of 6.74 pieces per million pieces of banknotes in circulation.

4) How does Reserve Bank address the problems of forged notes?

Reserve Bank is making efforts to address the problem in the following ways:

  • By periodically improving the security features of Indian banknotes so that the counterfeiters find it difficult to copy.
  • By ensuring that the banks have robust systems in place which will enable them to identify and detect forged notes immediately on their entry into the banking system.
  • By raising public awareness on genuine Indian currency notes.
  • By training of cash handlers on detection of forged notes.

By improving co-ordination between the banks and law enforcement agencies.

5) Whether anyone can get exchange value for the forged notes which he or she has received unknowingly?

Being a forged note, ab initio, it has no value.

Fake notes cannot be EXCHANGED NOR TRANSACTED. NO VALUE.

6) What are the legal provisions governing forged notes?

Printing and/ or circulation of forged Indian Currency Notes is an offence under Sections 489A to 489E of the Indian Penal Code.

7) What should one do if he or she unknowingly comes in possession of a forged note?

As per Section 39 of the Criminal Procedure Code, every person, aware of the commission of or of the intention of any other person to commit certain offences, including those relating to counterfeiting of currency, is required to immediately give information about such commission or intention to the nearest magistrate or police officer.

8) How can we avoid taking forged notes?

While receiving banknotes, it will be a good idea to develop the habit of checking the genuineness of the notes.

9) If a person unknowingly deposits a forged note in a bank how will the bank deal with it?

The bank will impound the counterfeit note in the presence of the tenderer. The bank will also issue an acknowledgement to the tenderer. The receipt is authenticated by the cashier as well as by the tenderer. The acknowledgement is issued even in cases where the tenderer is unwilling to countersign it The bank will thereafter forward the impounded note to the local police authorities for further necessary action.

THE SAID LAND MEASURING APPROXIMATELY ABOUT 32.04 GUNTAS INCLUDING PHUT KHARAB OF 17 GUNTAS IN SURVEY NO.62, HAS BEEN REGRANTED TO ONE SRI.NARASIMHAPPA/NARASIMAIAH, SON OF LATE DALA BYLAPPA, AGED ABOUT 80 YEARS, RESIDING AT KUNDALAHALLY VILLAGE OF DEVANAHALLY TALUK BY THE DEPUTY COMMISSIONER OF BANGALORE URBAN DISTRICT ON 08-10-2012 BY  AN ORDER BEARING RRT (1) CR 190/09-10 HAVING A TRANSACTION NO.17 OF 2012/13 UNDER M.R. NO.13 in YELAHANKA TALUK, HESSARGATTA HOBLI, BANGALORE NORTH TALUK, BANGALORE URBAN DISTRICT,

THE VALUE OF THE SAID LAND HAS BEEN STATED TO BE OVER RS60 CRORES AND THE SAID LAND HAS BEEN SOLD TO VARIOUS SUSPICIOUS PERSONS, EVEN BEFORE THE REGRANT ORDERS WERE ISSUED. 15 PERSONS WERE CHARGED INCLUDING A SITTING MLA IN THIS SCAM/FRAUD AND FOUR OFFICIALS WHO HAVE FABRICATED AND TAMPERED THE DOCUMENTS WERE ARRESTED.

THE PROJECT MAY BE GROUNDED.

A NEWS REPORT ON ALLEGED VIOLATION

THE LOKAUYKTA COURT HAS DIRECTED THE POLICE TO INVESTIGATE AND SUBMIT THE REPORT ON THE ALLEGED VIOLATION BY THE GOVERNMENT DEPARTMENT AND THE OFFICIALS IN DENOTIFYING AND SANCTIONING THE BUILDING PLAN FOR A 7 ACRES AND 29 GUNTAS,(1-17 ACRES FOR THE OWNERS/LANDLORDS RESIDENCES) RESIDENTIAL COMPLEX ENTERED INTO BETWEEN SJR DEVELOPERS AND THE SAID LAND LORDS IN  CLEAR VIOLATION OF THE CONDITIONS LAID DOWN IN THE DENOTIFICATION ORDER.  

THE PLAINT MR.LAKSHMINARAYAN, HAS SUBMITTED A COMPLAINT TO THE COURT WITH ALL RELEVANT DOCUMENTS AND THE COURT FELT THAT IT IS A FIT CASE AND MUST BE INVESTIGATED AS IT FOUND SOME PRIMA FACIE EVIDENCE.

THE DEVELOPER AND THE BUYERS ARE IN SERIOUS TROUBLE AND A LONG DRAWN LEGAL BATTLE WILL ENSUE. 

THE SURVEY NUMBERS affected ARE:100,100/p AND 101, Arkere village, Bangalore South Taluk, Bangalore Urban District.

EXTENT: 7.29 ACRES.

INVESTIGATION AGAINST : 13 OFFICIALS.

REPORT TO BE SUBMITTED WITHIN, 30TH, MARCH,2012.

CASE: SUPPRESSION OF FACTS.

ISSUE:

THE AFORESAID SURVEY NUMBERS WERE NOTIFIED FOR THE CREATION OF BDA LAYOUT.  THE LAND LORDS CONTENTED THAT THEY HAD BEEN UTILISING THE SAID LANDS AS NURSERY(DEVELOPMENT OF NURSERY,PLANTS, SEEDS AND SEEDLING) BASED ON THEIR APPLICATION, THE GOVERNMENT DENOTIFIED THE SAID LAND ON THE CONDITION, IT MUST BE USED ONLY FOR THE PURPOSE OF GROWING PLANTS, DEVELOPING SEEDLINGS & NURSERY.  IF THE APPLICANTS DEVIATE OR VIOLATE, THE DENOTIFICATION ORDER STANDS AUTOMATICALLY CANCELLED.  ANY DC CONVERSION AND SANCTION OF BUILDING PLAN OBTAINED BY  SUPPRESSING THE FACTS OR HIDING THE TRUTH OR THE CONTENTS OF THE OR THE CONDITIONS OF THE DENOTIFICATION ORDER OR MISREPRESENTATION OF FACTS IS BAD IN THE EYES OF LAW OR ILLEGAL.

THE PETITIONER HAS CLEARLY STATED THAT IN CLEAR VIOLATION OF THE CONDITION LAID DOWN, ON WHICH IT HAD BEEN DENOTIFIED, THE LANDLORDS ILLEGALLY ENTERED INTO A JOINT VENTURE AGREEMENT WITH THE BUILDER TO DEVELOP THE PROPERTY AND HAS NAMED 13 OFFICIALS, WHO HAD CLEARED THIS PROJECT AND SANCTIONED THE BUILDING PLAN.   EVEN THOUGH, MANY COMPLAINTS WERE LODGED, THE OFFICIALS TURNED BLIND EYE, HENCE THIS PETITION AND INVESTIGATION.
