          The Law Minister Sri.T.B.Jayachandra has stated in an interview that the state government is planning to bring in a legislation soon in the coming session, jointly prepared by the urban development and law department and is likely to be tabled in the upcoming budget session of the state legislature, further, he has stated that two previous acts dealing with apartment owners will be merged to include new features that will also punish builders and developers. “We were exploring legal options to make builders and developers accountable in the whole process. Hence, two previous acts — Karnataka Apartment Ownership Act 1972 and Karnataka Ownership Flats (regulation of the promotion of construction, sale, management and transfer) Act of 1972 — will be merged to give more teeth to the government to book builders and developers in case of irregularities and violation of rules,”

“Developers and builders fool gullible people into buying such flats. When it becomes public that a building has violated various norms, it’s almost impossible to trace them. The buyers of such properties,  then end up spending lakhs of rupees, though the ignorance of law is no excuse, the buyers must have exercised utmost diligence and must have conducted a thorough examination of all the facets of the property before the purchase.

It is presumed that the new legislation would also have stringent punishment for officers and engineers who work hand-in-glove with developers and builders by allowing them to construct buildings in violation of approved or sanctioned plans.
